The ordinary passport of the Republic of Azerbaijan is issued by the local bodies of the Ministry of Internal Affairs of the Republic of Azerbaijan authorized to issue passports (hereinafter referred to as the internal affairs body) in accordance with the procedure established by the Law of the Republic of Azerbaijan “On Passports” (hereinafter referred to as the Law) and the Regulations on the Application of the Law of the Republic of Azerbaijan “On Passports” (hereinafter referred to as the Regulations).
According to Clause 3.16 of the Regulation, ordinary passports shall be issued to citizens of the Republic of Azerbaijan who are permanently or temporarily residing abroad by the diplomatic mission or consulate of the Republic of Azerbaijan accredited in the country of the citizen’s residence. In such cases, the passport is individually prepared by the internal affairs authority (the time limits prescribed for the issuance of the passport are calculated from the moment the documents are received). The acceptance of the documents required for the issuance of the passport, as well as their submission to the Ministry of Internal Affairs of the Republic of Azerbaijan, shall be carried out by the diplomatic mission or consulate of the Republic of Azerbaijan.
Required Documents:
- Application form for the issuance of an ordinary passport:
- Citizen’s identity card;
- If the passport is issued to a citizen under the age of 15 — a document confirming the rights of the adoptive parent, guardian, or custodian of a child deprived of parental care;
- For citizens between the ages of 18 and 30 — the original of the military service record card confirming exemption from military service, or the certificate of assignment to a call-up station indicating the right to deferment;
- Document confirming payment of the state fee;
- In respect of citizens of the Republic of Azerbaijan residing abroad, in addition to the above-mentioned documents:
- When an ordinary passport is issued or replaced — the citizen’s identity card or ordinary passport;
- When an ordinary passport is issued for the first time to a citizen under the age of 18 — the birth certificate and a medical certificate on blood group.
State Fee:
- The fees specified below shall be paid by citizens of the Republic of Azerbaijan when applying at diplomatic missions or consulates for the issuance of ordinary passports.

- For the preparation and submission of documents at the embassy or consulate for the purpose of obtaining ordinary passports — 25 US dollars.
Notes:
- The delivery of ordinary passports to diplomatic missions and consulates for the purpose of their handover shall be carried out solely in accordance with the schedule of international diplomatic courier routes, regardless of the state fee paid.
- An ordinary passport is issued for a period of one year for children under the age of 1, three years for children from 1 to 3 years of age, five years for children from 3 to 18 years of age, and ten years for persons who have reached the age of 18.
- When a passport is issued to a citizen under the age of 18, the consent of the parents or other legal representatives shall be required.
- In respect of citizens of the Republic of Azerbaijan residing abroad, where it becomes necessary to determine a person’s belonging to the citizenship of the Republic of Azerbaijan, a request shall be submitted to the State Migration Service of the Republic of Azerbaijan in accordance with the procedure established by the Cabinet of Ministers of the Republic of Azerbaijan. If, as a result of the review of the request, the person’s belonging to citizenship of the Republic of Azerbaijan is confirmed, an ordinary passport shall be issued to that person in accordance with the procedure set out in the Regulation.
- A citizen or the legal representative may apply for the replacement of an ordinary passport even before its expiry date.
- The passport is the property of the Republic of Azerbaijan. Its confiscation from a citizen or pledging as collateral is strictly prohibited, except in cases provided for by the legislation of the Republic of Azerbaijan.
- In the event of the loss of a passport, the citizen shall immediately notify the passport-issuing state authorities, and if such an event occurs abroad, the diplomatic mission or consulate of the Republic of Azerbaijan.
- In the event of the theft of a passport, the passport holder or the legal representative shall submit a written application to the police authority at the place where the crime occurred. A certificate confirming the acceptance of such an application shall be issued to the person concerned, and this certificate shall serve as the basis for making the relevant entry in the State Register of Invalid Documents regarding the invalidity of the stolen passport and, on this basis, for issuing a new passport upon the application of the passport holder or the legal representative.
- If the ordinary passport of a citizen of the Republic of Azerbaijan becomes unusable, expires, or if the passport holder dies, the ordinary passport shall be returned to the Ministry of Internal Affairs of the Republic of Azerbaijan.
