No:406/24, Press release on the participation and speech of Minister Jeyhun Bayramov at the meeting of the Council of Ministers of Foreign Affairs of the CIS

On 7 October 2024, Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, participated and delivered a speech at the meeting of the Council of Ministers of Foreign Affairs of the Commonwealth of Independent States (CIS) within the framework of his working visit to the Russian Federation.

 

In the speech, information was provided on Azerbaijan’s vision for cooperation within the framework of the CIS in the fields of economy, trade, transport-communications, artificial intelligence, humanitarian affairs, youth and other directions, as well as on its Presidency of the 29th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29).

 

Gratitude was expressed to the Russian Federation for the successful organization of the Council of Ministers, and success was wished to the Republic of Tajikistan, which will chair the Commonwealth next year.

 

It was noted that the increase of mutual visits and contacts with the Member States of the Organization contributes to cooperation in bilateral and multilateral formats, and that the format of the Council of Ministers of Foreign Affairs, in turn, is useful in discussing issues of mutual interest.

 

Confidence was expressed that the plans envisaging the holding of joint events on cooperation in the humanitarian and youth fields will contribute to cooperation and rapprochement among the Member States and peoples.

 

It was noted that our country attaches special importance to the “Cultural Capital of the Commonwealth” initiative, and that the decision envisaged to be adopted by the heads of state on declaring the city of Lachin the cultural capital of the CIS for the next year will create an opportunity for the organization of broad-scale joint projects and events in the field of culture in that year.

 

The importance of improving the international legal framework in the field of effective regulation of cooperation issues against radicalism within the framework of the CIS, as well as strengthening awareness-raising measures and human resources capacity, was noted.

 

The importance of cooperation in the field of artificial intelligence for civilian purposes, as well as the development of this field on the basis of norms of international law, particularly respect for the principles of sovereignty and territorial integrity, state control and ethical principles, was emphasized.

 

The importance of joint efforts in combating security threats in the aforementioned field was noted, and the measures implemented by our country in this direction, including the first international conference on Cyber Diplomacy held in September of the current year, were discussed.

 

Minister Jeyhun Bayramov, providing detailed information on our country’s COP29 Presidency, stressed that we are carrying out broad-scale Presidency activities so that the negotiation process conducted and the preparatory works carried out by our side make an important contribution to global climate action.
