On 13 February 2026, the Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, delivered a speech at the panel discussion entitled “Defining the Strategic Order of Eurasia: The Middle Corridor – Europe’s Security Agenda on Stability, Peace, Security and Connectivity” within the framework of the Munich Security Conference. The panel also featured speeches by the Minister of Foreign Affairs of Georgia, Maka Botchorishvili, and the President of the European Bank for Reconstruction and Development (EBRD), Odile Renaud-Basso.

 

In his speech, Minister Jeyhun Bayramov provided detailed information on Azerbaijan’s position regarding the establishment of sustainable peace and security in the South Caucasus, particularly highlighting the steps taken following the historic Washington Summit, as well as the country’s policies aimed at regional security and stability.

 

It was noted that the removal of transit restrictions on goods bound for Armenia, as well as steps taken to sell oil products from Azerbaijan to Armenia, have contributed to the creation of an unprecedentedly stable environment over the past decades.

 

Furthermore, it was emphasized that granting Armenia permission to export goods to third countries via Azerbaijan, and the organization of meetings between representatives of think tanks and experts, represent significant confidence-building measures.

 

The sides highlighted that, for the signing of the initialed peace agreement and further advancement of the normalization agenda, it is of critical importance for Armenia to remove territorial claims against Azerbaijan from its constitution and to achieve tangible progress in the implementation of the TRIPP project (Trans-regional Route for International Peace and Prosperity) in accordance with the Washington Declaration.

 

It was recalled that the policy of President Ilham Aliyev is aimed at ensuring that the region does not become a space of regional rivalry and confrontation.

 

During the panel discussion, the Minister also provided information on Azerbaijan’s large-scale infrastructure works, investments, and normative-legal coordination measures with regional partners aimed at strengthening the Middle Corridor.

 

It was reported that a joint Roadmap was adopted between Azerbaijan, Kazakhstan, Türkiye, and Georgia to facilitate cargo procedures along the Trans-Caspian International Transport Route, which has significantly reduced transit times and increased cargo volumes.

 

The significance of inclusive connectivity projects, including the TRIPP initiative, was highlighted, with attention drawn to the potential for more active participation by the European Union and the important role of Türkiye and Georgia in developing regional transport links.

Additionally, Azerbaijan’s joint projects and efforts with Central Asia aimed at enhancing regional connectivity were emphasized.

The panel discussion continued with a question-and-answer session.
