Vilayat Mukhtar oghlu Guliyev was born on November 5, 1952 in Aghjabadi. After completing his secondary education, he studied at the Faculty of Philology of the Azerbaijan State University in 1970-1975. He began his career in 1975 as a teacher in Beylagan district.

In 1978, he was admitted to PhD program at the Literature Institute named after Nizami of the Academy of Sciences of the Azerbaijan SSR.

In 1981-1992, he worked at the Institute of Literature named after Nizami in the positions of   junior and senior researcher, head of unit, and later deputy director for scientific works. In 1992-1993, at the invitation of Ataturk University in Türkiye, Vilayat Guliyev lectured there on “History of Turkic people Literature”.

In 1996, he was elected to the Milli Majlis (National Assembly) of the Republic of Azerbaijan.

In 1999, he was appointed Minister of Foreign Affairs of the Republic of Azerbaijan and conferred the rank of Ambassador Extraordinary and Plenipotentiary.

He received degrees of PhD in philology in 1982 and a doctor of philology in 1990. He authored 3 monographs and more than 300 publications. V.Guliyev wrote over 12 books. The main subject of his research was the analysis of the literary environment in the 19th and 20th centuries between Azerbaijan - Russia, Iran and Türkiye, and analysis of our historical and cultural ties.

From 2004 to 2010, V.Guliyev served as the Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the Republic of Poland.

In 2010, he was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the Republic of Hungary.

He speaks Russian, Turkish, Arabic, English and Persian.
