No:479/25, Press release on the meeting between Minister Jeyhun Bayramov and Deputy Prime Minister and Minister of Foreign Affairs of Montenegro Ervin Ibrahimović

On 20 December 2025, a meeting was held between the Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, and the Deputy Prime Minister and Minister of Foreign Affairs of Montenegro, Ervin Ibrahimović, who is on a visit to Azerbaijan.
The tête-à-tête meeting between Minister Jeyhun Bayramov and Minister Ervin Ibrahimović was followed by an expanded meeting with the participation of both sides’ delegations.
During the expanded meeting, the current state and future development prospects of Azerbaijan-Montenegro relations in political, economic, humanitarian, tourism, inter-parliamentary relations, and multilateral international cooperation were discussed in detail.
The sides positively assessed relations based on friendship and mutual respect between the two countries and emphasized the important role of high-level mutual visits, including the visit of the President of Montenegro, Jakov Milatović, to Azerbaijan in 2024, as well as the current visit of the Montenegrin foreign minister, in ensuring the continuity of political dialogue.
It was noted that mechanisms such as political and consular consultations between the Ministries of Foreign Affairs, the existing bilateral legal framework, as well as friendship groups between legislative bodies contribute to further strengthening relations.
Touching upon economic cooperation, the importance of promoting investments, expanding ties between business circles, and implementing joint projects in mutually beneficial areas in order to increase bilateral trade turnover was emphasized. The sides also noted the importance of making maximum use of the opportunities of the Joint Intergovernmental Commission on Economic Cooperation between Azerbaijan and Montenegro.
Agreement was expressed that cooperation in the humanitarian sphere, including tourism, culture, and education, constitutes an important component of bilateral relations.
During the meeting, the sides also exchanged views on cooperation based on mutual trust within the frameworks of the United Nations, the Organization for Security and Co-operation in Europe, and other international platforms.
In the context of regional issues, steps taken and progress achieved in the direction of establishing peace and normalizing interstate relations between Azerbaijan and Armenia were discussed. Minister Jeyhun Bayramov once again emphasized the necessity of eliminating territorial claims against Azerbaijan at the constitutional level in Armenia to ensure sustainable peace.
The sides also exchanged views on other bilateral and regional issues of mutual interest.
Subsequently, the “Memorandum of Understanding between the Ministry of Foreign Affairs of the Republic of Azerbaijan and the Ministry of Foreign Affairs of Montenegro on cooperation in the consular field” was signed by the ministers.
Following the meetings, a joint press conference was held, where the ministers delivered statements on the outcomes of the meeting.
