No:471/25, Press release on the third meeting of the Strategic Dialogue between the Republic of Azerbaijan and Hungary

On 11 December 2025, within the framework of his visit to Hungary, the Minister of Foreign Affairs of the Republic of Azerbaijan, Jeyhun Bayramov, met with the Minister of Foreign Affairs and Trade of Hungary, Péter Szijjártó.

 

Following the one-on-one meeting between the ministers, the third meeting of the Azerbaijan–Hungary Strategic Dialogue was held with the participation of delegations from both sides.

 

During the meeting, the current state of cooperation between the two countries, ongoing joint projects, as well as prospects for future cooperation in bilateral and multilateral formats were discussed in detail.

 

It was emphasized that Azerbaijan–Hungary relations are developing in the spirit of friendship, cooperation, and an expanded strategic partnership, and that regular contacts at the level of heads of state and government, high-level mutual visits, and continuous political dialogue play an important role in deepening relations.

 

The dynamics of cooperation in trade and investment over the past 30 years were reviewed. It was noted that joint efforts should be intensified to ensure that economic partnership fully corresponds to existing potential. In this context, the importance of meetings of the Azerbaijan–Hungary Intergovernmental Commission on Economic Cooperation was highlighted. New partnership opportunities in traditional and renewable energy, manufacturing, pharmaceuticals, environmental protection, digitalization, transport, and logistics were discussed. Hungary’s investments and role in Azerbaijan’s energy sector were highly appreciated.

 

Satisfaction was expressed with cooperation in the humanitarian sphere, scholarship programs for Azerbaijani and Hungarian students were highly valued, and the importance of expanding cooperation between leading universities of the two countries, as well as establishing mutual language and cultural centers, was emphasized.

 

An exchange of views was held on international cooperation and regional security issues. The close and constructive cooperation between Azerbaijan and Hungary within the framework of the United Nations, various European institutions, and the Organization of Turkic States was positively noted. Hungary’s contribution to strengthening the Organization of Turkic States and the Turkic world as a whole was particularly emphasized. Gratitude was expressed for mutual support of each other’s candidacies within international organizations.

 

Minister Jeyhun Bayramov informed his counterpart about recent steps taken towards establishing peace and interstate relations with Armenia. It was noted that the agreements reached during the historic Washington Summit in August this year constitute an important stage on the path to peace.

 

At the same time, the necessity of eliminating territorial claims against Azerbaijan at the constitutional level in Armenia for the signing of a final peace agreement was emphasized.

 

Information was also provided on large-scale reconstruction and rehabilitation efforts in the liberated territories. Hungary’s participation in the reconstruction of Soltanlı village in the Jabrayil district and other projects was highly appreciated.

 

Attention was drawn to the fact that the mine threat poses a serious obstacle to reconstruction processes and the safe return of former internally displaced persons.

 

Subsequently, the ministers signed the Memorandum of Understanding on cooperation in environmental protection between the Ministry of Ecology and Natural Resources of the Republic of Azerbaijan and the Ministry of Energy of Hungary, as well as the protocol of the third meeting of the Azerbaijan–Hungary Strategic Dialogue.

 

At the end, during a joint press conference, the ministers delivered statements on the outcomes of the meeting and answered questions from media representatives.
