No:412/23, Commentary on the groundless claims made by the Foreign Minister of Armenia Ararat Mirzoyan on July 27

In the July 27 press interview, the Minister of Foreign Affairs of Armenia has made groundless speculations distorting the negotiation process, as well as the achieved agreements while making territorial claims targeting the territorial integrity and sovereignty of Azerbaijan.

The anti-Azerbaijan campaign carried out by Armenia while reneging on its assumed obligations and commitments made on international platforms, as well as its rhetoric undermining the peace agreement negotiations and efforts of international mediators once more prove that it is not interested in peace and stability in the region.

It is crucial that the international community makes an appropriate assessment of the aggressive rhetoric of the Armenian Foreign Minister, who, instead of supporting the efforts of Azerbaijan to reintegrate its Armenian citizens, presented an absolutely illogical and provocative wishlist regarding the aforementioned process.

Moreover, for the Minister of Foreign Affairs of Armenia not to learn from the mistakes of the past while distorting the real reasons behind the former Armenia-Azerbaijan conflict, to claim the reason for the conflict started by Armenia with the targeting of Azerbaijanis in its territory and the massacres against them, as well as the occupation of the territories of Azerbaijan, to be the issue of "rights and security of the population of Nagorno-Karabakh" and to repeat the false abstractions such as the "population and territory of Nagorno-Karabakh" is a source of serious threat.

Minister Mirzoyan's denial of forced displacement of Azerbaijanis from the territory of modern-day Armenia, his claim of equal approach not being applied regarding the rights of the Western Azerbaijani Community and the Armenian residents living in the Karabakh region and his dismissal of negotiations in this area, as well as the violation by Armenia of its relevant international obligations, and its responsibilities within relevant international conventions are also indicative of its intentions to justify its ethnic cleansing policy implemented systematically and purposefully for decades.

The killings of peaceful Azerbaijanis living in the territories of Armenia, bloody massacres committed against them, as well as the forced displacement of the population through threats of violence are historical facts. Despite the provocative claims of Armenia, to fully understand the scope of the violence and deportations against Azerbaijanis in the territory of modern Armenia, Minister Mirzoyan would do well to review the changes in the ratio of Azerbaijani and Armenian population in the region. It is a well known fact that all traces of Azerbaijanis who once were a majority in the territory of modern Armenia, and these acts were a part of an organized and purposeful policy.

Armenia denying the right of Azerbaijanis for a safe and dignified return to their homes, actively refusing the dialogue of the Western Azerbaijan Community with the Armenian leadership in this regard, and presenting these requests as "territorial claims" are indicators of the insidious policy of Armenia to keep the status of a "monoethnic state through ethnic cleansing" that does not value "human rights.”

The Armenian Foreign Minister must understand that the rights of the Armenian population of the Karabakh region cannot supersede those of the Azerbaijani population, and that Azerbaijan applies the same approach toward the ethnic minorities living in its territories, and will continue to do so.

The displacement of Azerbaijanis from Armenia is a historical fact and Armenia, which purposefully changed thousands of Azerbaijani toponyms in Armenia both in the soviet era, as well as in the 1990s, erased the traces of Azerbaijan from the territory of Armenia, destroyed historical sites and through these acts attempted Armenify the historical territories of Azerbaijan presenting the Western Azerbaijan Community as a violation of international law is highly hypocritical.

Armenia, which has not abided by any agreement or obligation, accusing Azerbaijan of breaking imaginary agreements is a step to cover up its own provocations possibly in the making. Armenia's destructive actions must be condemned and prevented by the international community.
