27 June 2025 12:56

The negotiating delegation of the COP29 Presidency, led by the Deputy Minister of Foreign Affairs of the Republic of Azerbaijan and Chief Negotiator of COP29, Yalchin Rafiyev, participated in the 62nd session of the Subsidiary Bodies (SB62) of the United Nations Framework Convention on Climate Change (UNFCCC) and events held within its framework.

Within the framework of SB62, Deputy Minister Y. Rafiyev held bilateral meetings with delegations of Türkiye, Australia, Saudi Arabia, the Republic of Korea, the Philippines, the Kyrgyz Republic, Egypt, and China, and gave interviews to a number of leading international media outlets.

As negotiations during the first two days on the agreement of the session’s agenda did not yield results, upon the request of the Chairs of the Subsidiary Bodies and the COP30 Presidency of Brazil, Azerbaijan’s delegation facilitated mediation efforts among the Parties to reach a compromise, and following intensive negotiations, the adoption of the agenda was achieved.

The Chairs of the Subsidiary Bodies of the UNFCCC, as well as a number of delegations in their statements, expressed gratitude to the Azerbaijani side for its decisive support in the process of agreeing and adopting the SB62 agenda.

It was agreed that negotiations on several key tracks on the COP30 agenda would begin based on draft documents prepared by the Azerbaijani COP29 Presidency. As a result, texts prepared by the Azerbaijani side during COP29 were used in some of the final decisions.

Within the session, the Azerbaijani delegation organized events aimed at promoting the historic outcomes of COP29 and ensuring the continuity of the successful activities carried out within its framework.

Four of these events were related to initiatives under the COP29 Presidency Action Plan, including the Baku Initiative for Climate Finance, Investment and Trade (BICFIT), the Baku Climate and Peace Action Hub Partnership, and the Baku Global Climate Transparency Platform.

At SB62, Azerbaijan and Brazil, building on the mandate given at COP29, also organized two hearing meetings with state and non-state actors on the “Baku to Belém Roadmap to 1.3 trillion USD,” as well as a conference titled “From Baku to Belém: Transitioning Adaptation Ambition from Negotiations to Implementation.”

In addition, in its capacity as COP29 Presidency, Azerbaijan’s negotiating delegation opened numerous mandated events within SB62 covering various aspects of climate change and highlighted the contributions of COP29’s historic outcomes to global climate action, particularly their impact on addressing climate change and supporting vulnerable countries.
