No:206/25, Press release on the first issue of the “Voice of Asia: CICA Digest” journal of the Conference on Interaction and Confidence Building Measures in Asia (CICA) for 2025

The first issue of the “Voice of Asia: CICA Digest” journal for 2025, the official publication of the Conference on Interaction and Confidence Building Measures in Asia (CICA) chaired by the Republic of Azerbaijan, has been published.
The issue extensively highlights the vision of the President of the Republic of Azerbaijan Ilham Aliyev regarding strategic priorities within the framework of the CICA Chairmanship. The key strategic goals defined by the President of the Republic of Azerbaijan, including the promotion of pan-Asian dialogue, institutional innovation, and sustainable regional development, are reflected in the journal. Based on this strategic framework, the importance of digital development, intercultural dialogue, environmental protection, active youth participation, and demining in the post-conflict period as a vital direction for recovery and stability is emphasized.
In the foreword of the publication, Minister of Foreign Affairs Jeyhun Bayramov noted Azerbaijan’s initiatives aimed at the institutional development of CICA and its transformation into an international organization, including its strategic priorities based on the theme “Stronger CICA: Connectivity, Digitalization and Sustainable Development in Asia.”
The issue also provides information on the first meeting of the Coordination Council of the Partnership Network of Leading Universities (PNLU), an initiative of CICA in the field of science and education. It is noted that within this new platform chaired by ADA University, strengthening cooperation among youth and academic circles is envisaged.
Within the framework of Azerbaijan’s chairmanship, attention is also given to the first meeting of the CICA Business Council Board for 2025. It is noted that during the meeting, issues related to the session of the CICA Business Council, the Business Forum, and the exhibition of small and medium-sized enterprise (SME) products were discussed, and topics such as SME development, women’s economic participation, and the transition to a green economy were in focus.
The issue also provides extensive information on the first meeting of the CICA Senior Officials Committee held in Baku. At this meeting, the priorities of Azerbaijan’s Chairmanship were supported by member states, the CICA Think Tank Forum Action Plan for 2025 was adopted, and initiatives were put forward for the establishment of the CICA Women’s Council and the position of the second Deputy Secretary General.
The journal also contains information on the meeting held in Astana with the ambassadors of CICA member states. During the meeting, the main goals of Azerbaijan’s Chairmanship — strengthening the international legal status of the organization, preparation for the adoption of the CICA Charter, and institutional development — were presented.
