No:137/26, Press release on the adoption of a resolution at the United Nations Human Rights Council upon the initiative of Azerbaijan

Within the framework of the 61st session of the United Nations Human Rights Council held in the city of Geneva, the resolution entitled “Promoting human rights and the Sustainable Development Goals through transparent, accountable and efficient delivery of public services” was adopted unanimously upon the initiative of Azerbaijan.
In addition to the main co-sponsoring countries of the said resolution, namely Türkiye, Georgia, Ecuador, Kenya, Malaysia and Thailand, the Member States of the European Union, the United Kingdom, Canada, Japan, Australia, Brazil, Ethiopia, as well as a number of other countries representing Africa, Asia and the Americas joined as co-sponsors in their national capacity, and the Member States of the Organization of Islamic Cooperation joined as a group of co-sponsors.
The purpose of proposing the resolution is to promote within the United Nations system the principle of “transparent, accountable and efficient delivery of public services” based on the “ASAN Service” concept, which is one of the significant achievements of our country in the field of combating corruption and has become Azerbaijan’s brand in the international arena.
The adopted resolution emphasizes the importance of efficient public services in the protection and promotion of all human rights and in the implementation of the United Nations Sustainable Development Agenda.
The resolution draws attention to the important role of digital technologies, including artificial intelligence systems, in preventing and combating corruption, ensuring equal access to public services for all, as well as to the importance of public services in the context of disaster preparedness, response measures and recovery efforts.
The resolution recognizes the “United Nations Public Service Award,” which was awarded to “ASAN Service” in 2015, as the most prestigious award in the field of public service delivery in the world, and calls on United Nations entities and other international organizations to continue promoting and rewarding successful practices in the relevant field.
The resolution also decides to hold a panel discussion at the 65th session of the Human Rights Council on the role of public service delivery in the promotion and protection of human rights, as well as in achieving the Sustainable Development Goals, including in the contexts of disaster preparedness, response measures and recovery.
The unanimous adoption of the current resolution, which was proposed on the basis of the resolutions of the same title numbered 37/7 and 52/8 previously adopted by consensus at the United Nations Human Rights Council in 2018 and 2023 upon the initiative of Azerbaijan, and the joining of a large number of states as co-sponsors, is a clear indication of the support of the international community for our country’s positive experience in the field of transparent, accountable and efficient delivery of public services and its leading role in this field at the international level.
