No:067/25, Press release on the approval of the Law of the Republic of Azerbaijan “On Diplomatic Service” and amendments to a number of legislative acts in this regard

On 17 February 2025, the President of the Republic of Azerbaijan Mr. Ilham Aliyev approved the Law of the Republic of Azerbaijan “On Diplomatic Service,” and in this regard, amendments were made to a number of legislative acts, including the Labor Code of the Republic of Azerbaijan, the Tax Code, the laws of the Republic of Azerbaijan “On Approval of the Consular Charter of the Republic of Azerbaijan,” “On Social Insurance,” “On Civil Service,” “On State Mandatory Personal Insurance of Diplomatic Service Employees Serving in Diplomatic Missions and Consulates of the Republic of Azerbaijan and Persons Performing Administrative and Technical Services,” and “On Labor Pensions.”
The new Law differs from the previously existing legislation by providing a more detailed interpretation of diplomatic service, diplomatic service bodies, their system, the organization of service activities of employees of diplomatic service bodies, their rights and duties, as well as issues of guarantees and social protection.
The Law covers the main concepts of diplomatic service in greater detail, defines the existing legislation on diplomatic service, and clearly specifies the main principles of diplomatic service, the system of diplomatic service bodies, and their areas of authority.
The Law, which defines the directions of activity and functions of diplomatic service bodies, also reflects in detail, in the chapter entitled “Diplomatic Service Bodies,” the duties and rights of employees of diplomatic service bodies, restrictions applied to them, encouragement of employees, disciplinary responsibility, remuneration, and the procedures for regulating issues related to the provision and compensation of employees and their family members.
The Law clarifies issues such as admission to diplomatic service, internship and probation, filling of vacant positions, termination of service, and the age limit for being in diplomatic service, and also defines the evaluation and attestation of the service activities of employees of diplomatic service bodies, as well as the secondment of employees to work in bodies of international organizations.
