The right of a citizen of the Republic of Azerbaijan who has lost a passport abroad, whose passport has been stolen, become unusable, or expired, as well as a citizen of the Republic of Azerbaijan under the age of 18 or one who has reached the age of 18 abroad returning together with the citizen, and a stateless person legally residing permanently in the Republic of Azerbaijan and the child under the age of 18 or one who has reached the age of 18 abroad returning together with that person, to return to the Republic of Azerbaijan shall be exercised on the basis of a Return Certificate of the Republic of Azerbaijan.
The procedure for issuing a Return Certificate of the Republic of Azerbaijan (hereinafter – the Certificate) is determined by the Regulation on the Procedure for Issuing a Return Certificate of the Republic of Azerbaijan (hereinafter – the Regulation).
Required documents:
One of the following relevant application forms shall be submitted to the relevant diplomatic mission or consulate of the Republic of Azerbaijan:
- Application form for the issuance of a Return Certificate of the Republic of Azerbaijan to a citizen of the Republic of Azerbaijan;
- Application form for the issuance of a Return Certificate of the Republic of Azerbaijan to a stateless person permanently residing in the Republic of Azerbaijan.
The following documents or copies thereof shall be attached to the application form for the issuance of the Certificate:
- Where the passport has become unusable or expired – the passport itself;
- Two colour photographs (size 3x4 cm);
- One of the following identity documents with a photograph: the citizen’s identity card, military service record card issued by the Republic of Azerbaijan, driving licence issued by the Republic of Azerbaijan, or another official document confirming identity or citizenship;
- The birth certificate or identity card of a citizen of the Republic of Azerbaijan under the age of 18 or who has reached the age of 18 abroad, returning together with the citizen of the Republic of Azerbaijan;
- Another official identity document issued by the Republic of Azerbaijan to a stateless person permanently residing in the Republic of Azerbaijan;
- The birth certificate or other official identity document issued by the Republic of Azerbaijan of a child under the age of 18 or who has reached the age of 18 abroad, returning together with a stateless person permanently residing in the Republic of Azerbaijan;
- Document confirming payment of a state fee in the amount of 10 US dollars.
Notes:
- The Certificate is an official document confirming the identity of a citizen of the Republic of Azerbaijan or a stateless person permanently residing in the Republic of Azerbaijan.
- Upon submission of the documents specified in Clause 7 of this Regulation (taking into account the requirements of Article 7-1 of the Regulation), the Certificate shall be issued to the citizen of the Republic of Azerbaijan or the stateless person permanently residing in the Republic of Azerbaijan no later than 3 calendar days from the date of registration of the application form.
- If no relevant identity documents of a citizen of the Republic of Azerbaijan or a stateless person permanently residing in the Republic of Azerbaijan are available, the diplomatic mission or consulate of the Republic of Azerbaijan shall send a request, through the Ministry of Foreign Affairs of the Republic of Azerbaijan, and in exceptional cases directly to the State Migration Service of the Republic of Azerbaijan, in order to verify the accuracy of the information provided by the person concerned.
- The citizen of the Republic of Azerbaijan or the stateless person permanently residing in the Republic of Azerbaijan must return the Certificate to the state authority that issued the passport within 20 days of returning to the territory of the Republic of Azerbaijan.
- If a citizen of the Republic of Azerbaijan or a stateless person permanently residing in the Republic of Azerbaijan knowingly provides false information about the person concerned, or about a child under the age of 18 or one who has reached the age of 18 abroad returning together with that person, the issuance of the Certificate shall be refused, and a written response shall be provided.
