No:213/26, Press release on the participation of Deputy Minister Elnur Mammadov in the 135th session of the Committee of Ministers of the Council of Europe

Deputy Minister of Foreign Affairs of the Republic of Azerbaijan Elnur Mammadov participated and delivered a speech at the 135th session of the Committee of Ministers of the Council of Europe, held on 14-15 May 2026 in the city of Chisinau, the capital of Moldova.
During his speech at the session, the Deputy Minister noted that in August of last year, a joint statement was signed by the leaders of Azerbaijan and Armenia in Washington, and the Agreement on Peace and Establishment of Interstate Relations between the two countries was initialed.
He emphasized that over the past nine months, our countries have lived in peace, that the practical benefits of the new reality are already manifesting themselves, and that measures to strengthen peace are continuing.
He noted that Azerbaijan had unilaterally lifted transit and trade restrictions, created conditions for the transportation of cargo to Armenia through its territory, exported goods and products, as well as that mutual visits and meetings of representatives of civil society had taken place in order to strengthen the atmosphere of trust and conduct open discussions around common interests.
In his speech, the Deputy Minister emphasized that the biased approach of the Parliamentary Assembly of the Council of Europe against our country seriously undermines the integrity of the Council of Europe as an institution, and that the responsibility for eliminating this situation unconditionally rests with the organization.
The Deputy Minister thanked Moldova for its activities as Chair of the Committee of Ministers of the Council of Europe and wished success to Monaco, the new Chair.
E. Mammadov also participated and delivered a speech at the roundtable on “Migration in Europe,” organized within the framework of the session.
