On 31 January 2023, Minister of Foreign Affairs of the Republic of Azerbaijan Jeyhun Bayramov and Minister of Foreign Affairs of the Russian Federation Sergey Lavrov held a telephone conversation.
During the telephone conversation, existing bilateral issues between Azerbaijan and Russia, measures towards ensuring peace and stability in the region, including the current situation around the Lachin road, were discussed.
Minister Jeyhun Bayramov noted with regret that the demands of the protesters regarding the cessation of illegal economic activity and the abuse of the Lachin road in the territories of Azerbaijan where the Russian peacekeeping contingent is deployed, contrary to the Trilateral Statement, have still not been fulfilled. He recalled that claims regarding blockade and the humanitarian situation have no basis.
He recalled that despite Armenia keeping the territories of Azerbaijan under occupation for 30 years, immediately after the war Azerbaijan came forward with proposals towards establishing relations and normalization with Armenia, and made efforts towards reaching an agreement within a short period of time with Armenia on delimitation, the opening of transport and communication lines, and the peace agreement. Nevertheless, he stated that the provocations of the Armenian side obstruct the process.
During the telephone conversation, an exchange of views was also conducted on other issues of mutual interest.
