Rules of issuing entrance cards to restricted areas at the Heydar Aliyev International Airport for the representatives of diplomatic missions in the Republic of Azerbaijan.

a) The permission to enter the restricted areas at the Heydar Aliyev International Airport (entrance cards) is issued to the employees of diplomatic missions in the Republic of Azerbaijan only on the basis of reciprocity.

Entrance cards provide the opportunity for the employees of diplomatic missions in the Republic of Azerbaijan to meet and see off the delegations and the employees of the diplomatic courier service, to participate in the settlement of the consular issues and other similar processes.

The entrance cards to the restricted areas at the Heydar Aliyev International Airport can be issued only to diplomatic and administrative-technical personnel of the diplomatic missions in the Republic of Azerbaijan (up to 3 cards per mission).

The persons, who are issued the entrance cards to restricted areas at the Heydar Aliyev International Airport, may enter the border areas, when they meet someone, the security areas, when they see someone off, as well as the transit areas. When the employees of the diplomatic missions enter the restricted areas of the Heydar Aliyev International Airport they should present along with entrance cards the accreditation cards issued by the State Protocol Department of the Ministry of Foreign Affairs of the Republic of Azerbaijan.

b) Entrance cards to restricted areas at the Heydar Aliyev International Airport are issued by the Aviation Security Department of the “Azerbaijan Airways” closed joint-stock company upon the written request by the Ministry of Foreign Affairs of the Republic of Azerbaijan.

In order to obtain the entrance cards the diplomatic missions should address the State Protocol Department of the Ministry of Foreign Affairs of the Republic of Azerbaijan with a note verbal. The name, family name, position of the person, requested to be issued the entrance card, and the number of his/her accreditation card issued by the State Protocol Department of the Ministry of Foreign Affairs of the Republic of Azerbaijan should be indicated in the note. At the same time, a copy of passport and accreditation card, two 4x3 cm colour photos of the person, requested to be issued the entrance card, should be attached to the note.

The period of consideration of the entrance card requests submitted by the diplomatic missions to the State Protocol Department of the Ministry of Foreign Affairs of the Republic of Azerbaijan is 14 working days.

The cards are presented personally to each employee of the diplomatic missions at the Pass Office of the Aviation Security Department of the “Azerbaijan Airways” closed joint-stock company.

The entrance cards to the restricted areas at the Heydar Aliyev International Airport are issued for the period of 1 (one) year. The net cost of the entrance cards should be paid by the diplomatic missions to the Aviation Security Department of the “Azerbaijan Airways” closed joint-stock company.
